Changed line 1 from:
A single BDHHI intranet should be managed through a content management system (CMS). Through a content management system, employees could publish content and keep it current, but its location in the intranet’s structure would be based on intuitive navigation.
Adopting this approach requires a shift in thinking from a site-based approach to a user-based approach. In a user-based approach, it should not be necessary for a user to know which department owns information in order to find it. Rather than manage sites, content owners manage their content, which would be grouped under logical categories that may contain content from more than one department.
Departmental home pages also will exist, accessible primarily from a departmental listing, but these will be standardized so that anybody visiting a departmental page will know what they can expect to find (e.g., departmental mission, staff, current projects, org charts, etc.). These pages can also contain links to content created by the department’s employees, but these links should not serve as the primary (or only) way to find this content.
